Jonathan Cold is a weapons dealer looking to obtain enough weapons grade plutonium to develop a nuclear weapon. However what his fellow criminals aren't quite aware of yet is that Cold is an undercover CIA agent looking to prevent the very scenerio that he tried to create. Enter the Chechens. They want to buy the plutonium that Cold is trying to prevent from being sold. They want to use the nuclear material to put a serious dent in the Los Angeles basin.
