Brigader General Francis X. Hummel has assembled a team of disgruntled former special forces to steal deadly chemicals. They take over Alcatraz and threaten to kill millions in San Francisco. Enter Dr. Stanley Goodspeed who is given the job of taking a team of SEALS to 'The Rock' and preventing a catastrophy.
