El Mariachi is back again, this time he has been recruited by Sands, a corrupt CIA agent, to take out General Marquez, who has a score to settle with Mariachi. But Sands wants his worst enemy dead to aid in a drug lord's uprising against the government. Sands also convinces Jorge Ramirez, a retired FBI agent, to take out the drug lord Barrillo, who some time ago brutally tortured and killed Ramirez's partner. But Marquez is working with Barrillo and they are about to assassinate the President.
