Former President Monroe Cole(Gene Hackman) has just finished his secong term in office. In retirement he decides to settle down in a small town in New England and write his memoirs. After settling down he is asked to run for mayor of this small town. To keep things honest a local hardware store owner(Ray Romano) decides to run against him. What should have been a fair race now is going to turn into an all out war.
